PU+ is a parallel universe to the My Hero Academia series created by Kohei Horikoshi. MHA depicts a modern world where 80% of the human population on Earth possess superhuman abilities called QUIRKS. Upon the initial appearance of Quirks, people began to commit crimes using their powers. And so in light of this situation, a new honourable profession called HERO arose to fight superhuman crimes.

Musutafu (結田府) is the city where our story takes place. It is located somewhere close to Tokyo, in the Shizuoka prefecture of Japan. Some known locations include:

ENTRANCE
U.A. Barrier
At the entrance, there is a security wall nicknamed the "U.A. Barrier" that automatically closes if a person does not have a Student ID Card or Special Entry Permission ID. Many precautions have been made to keep members of the press and villains out.
Security Gates
After passing the U.A. Barrier, there are 5 gateway scanners to go through before reaching the entry doors. Students are sorted by years before entering for security clearance.

OUTER FACILITIES (WITHIN 30KM)
Ground Beta / 運度所β
A training ground that emulates a standard urban area, with streets and buildings. Several of its buildings also contain monitoring rooms in their basements, where indoor exercises can be observed.
Ground Gamma / 運度所γ
An industrial site compiled by many factories that form a labyrinth. The labyrinth contains tons of heavy machinery including cranes and pipelines. The observance of exercises is done from large monitor setups on side stages.
Ground Upsilon / 運度所υ
An underground training course that resembles a high-tech lab facility, equipped with an AI to control the re-arranging walls, floors, and ceilings, and the mechanical traps, turrets, and other robotic opponents. For some reason, it is also turtles all the way down. The surveillance and AI control room is above ground.
Unforeseen Simulation Joint / ウソの災害さいがいや事故じこルーム
U.S.J. is a rescue training facility consisting of a dome-shaped building with eight main sections. Six of them emulate different environments. These include: Entrance (north blue gate), Central Plaza, Ruins Zone (northeast), Landslide Zone (east), Mountain Zone (south), Urban Fire Zone (southwest), Flood Zone (west), Storm Zone (northwest).
Sports Festival Stadium
The stadium is an oval-shaped, Olympic style building that features a center stage encircled by audience seats. It features an infirmary as well as waiting rooms for the participants.

"QUIRKS"
What was once called a "mutant ability" or "superpower" has a more personable name today - QUIRK (個性 Kousei, lit. "individuality"). Quirks are passed down genetically and are often unique to their bloodlines. They are classified into 3 main categories: Emitter, Transformation/Hybrid, and Mutant.
EMITTER
Emitter (発動 Hatsudou, lit. "Activation")-type Quirks have the ability to either release certain substances, or alter materials around them in certain ways. Emitter-type Quirks usually require a conscious effort to activate (eg. Electrification, Explosion, Half-Cold Half-Hot), and some even require large amounts of concentration in order for them to remain active (eg. Erasure).
While most Emitter-type Quirks users generally have a handle on their own "emissions", it's also possible for users to hurt themselves from coming into too much contact with their Quirk (eg. Explosion). In the case of generating substances, making too much too fast or for too long can harm the user as they are using reserves from their own body (eg. Creation), or gradually lose their natural resistance to their own harmful Quirk (eg. Acid).
Emitter-type Quirks are, by a wide margin, the most common type of Quirk.
TL;DR: Emitters output things from their bodies (eg. electricity). They might also manipulate things (eg. whipping up a whirlwind). Too much use typically fatigues/damages the user.
TRANSFORMATION / HYBRID
Transformation (変形 Henkei)-type Quirks cause the user to take on a temporary alteration of some kind. Transformation-type Quirks allow the user to temporarily "transform" their body in a variety of manners, sometimes enhancing existing features (eg. Hardening, Gigantification) or perhaps adding new features to the body altogether (eg. Tool Arms).
Transformation-type Quirks generally affect the user exclusively. They usually require a conscious effort by the user to "activate", and a close-range proximity in order to fully utilize them in combat due to them only affecting the user's body. Transformation-type Quirks are also the only known type of Quirk that can bestow the user attributes they do not normally exhibit by default. While these are often quite powerful, the effects are often temporary and over-exertion usually leads to negative repercussions for the user. They can also be limited based on how resilient the user's body is, and the resources they have (eg. Steel Quirk softens if user doesn't consume enough Iron, and the user suffers from Iron Fatigue if they maintain the Quirk for too long). Some users condition their body in certain ways so that their Quirks can operate more effectively.
Because this type of Quirk combines the activation time and mutant-shape aspects of the other Quirk types, it is also often known as Hybrid or Composite. Transformation Quirks seem to be the least common type of Quirk.
TL;DR: Transformers change their bodies. They may need related fuel to do so (eg. turning body into steel requires abundant consumption of iron). Because of this, they typically have a time limit for staying in their second form.
MUTANT
Mutant (異形 Igyou)-type Quirks can have a wide variety of features and abilities depending on the individual, but the common similarity seems to be that these Quirks are a part of the user's physicality, causing the user to exhibit irregular bodily features that generally have some sort of purpose to them. As a result, Mutant Quirks are passively active and, at a glance, are the most identifiable.
Mutant-type Quirks create bodily structures that bestow the user more complex abilities that Emitter and Transformation Quirks cannot safely provide. Often times they will bestow prehensile appendages that allow for greater degrees of control (eg. Vines) or structures added to pre-existing body features (eg. Engine). While not necessarily a weakness, Mutant-type Quirks cannot be turned off, and sometimes cause the user inconvenience due to their malformations (eg. Tail makes sitting down more difficult).
Mutant-type Quirks are the only known type of Quirk which can be passed down through generations without necessarily bestowing the corresponding ability (eg. bird head).
TL;DR: Mutants are born with different physical features (eg. wings). This allows them to do related things (eg. flying with wings). It can also have no benefit whatsoever (eg. bird head) but is passed down anyhow.
GOVERNMENT REGULATION
There are several laws and procedures to ensure the conscientious use of Quirks. During elementary school, children receive Quirk counseling, in order to learn how to use their powers responsibly. Public display of Quirks are against the law, except in cases of self-defense, such as when one is under attack or preventing someone else from being attacked.
Currently, laws are continuously being amended to better serve the Metahuman society. The pace is, however, very slow.
TL;DR: Kids go through consultation to learn about how to wield Quirks responsibly. Citizens are not allowed to use their Quirk in public without a license.
GENETIC INHERITANCE
Quirks are inherited genetically through what appears to be Mendelian inheritance and is typically apparent in children by the age of 4, at the latest. Children will either manifest one of their parent's Quirks or a new composite Quirk formed by the fusion of the two. This composite Quirk may sometimes give the appearance of the person having two separate Quirks (eg. Half-Cold Half-Hot). Much more rarely, a child may manifest a Quirk that is entirely unrelated to their genetic lineage, akin to a mutation. It is possible for children to already be born with their Quirks (eg. Voice). Although very rare, it is also possible for animals to possess Quirks.
As Quirks are said to be the next stage of evolution in the human race, it is possible to diagnose a person as Quirkless by analyzing the presence or absence of an extra joint in their pinky toe. People with only one joint will develop a Quirk while having two joints indicates that the person will not develop a Quirk.
A practice known as Quirk Marriages (個性婚 Kousei-kon) emerged after Quirks began to manifest in society, during the 2nd and 3rd generations of Metahumans. The purpose of these marriages was choosing mates for the sole purpose of enhancing a specific Quirk to be inherited down the bloodline. This practice is now regarded as unethical.
SCIENTIFIC PERSPECTIVE
A popular line of thinking is the idea that Quirks will continue to mix together and deepen, growing in strength and complexity with every new generation. Eventually, Quirks will develop to a point where nobody will be able to control them anymore. This is referred to as the "Quirk Singularity".

MODERN SOCIETY
HEROES
Heroes (ヒーロー Hiiroo) are individuals who use their Quirks to protect civilians from Villains, natural disasters, accidents, and other kinds of harm. Those who take heroism as a profession are referred to as Pro Heroes (プロヒーロー Puro Hiiroo). Their licensure is regulated by the government. Heroes typically begin their training in highschool, and such academic institutions are typically well-funded to provide them the means to practice.
Heroes can either work alone or in a team depending on personal style and mission necessity. By performing well, heroes have the potential to receive government pay, along with fame and glory. In Japan, biannually all Heroes and Hero teams are ranked in an event called the Hero Billboard Charts. The rating depends upon their resolved incidents, contributions to society and public approval.
Heroes are not allowed to kill criminals - they may only subdue and capture them.
TL;DR: Heroes are public servants licensed to use their Quirks. They fight crime and save people, however they are now allowed to kill criminals themselves. Some become celebrities.
POLICE
The Police Force (警察 Keisatsu) are a law enforcement group responsible for intel, general support, arrest and post-arrest interrogation in the fight against villainous crime. They work closely with Heroes and help to wrap up after the Heroes subdue the Villains.
During the Dawn of Metahumans, the police system did not enlist any officer with a Quirk because they feared that superhuman abilities may be used as a weapon. Since then, the profession of Heroes came to fill the gap as Quirk-wielding crime fighters. Although there is no lack of talent among police officers today, they are not authorized to utilize their Quirks unless during emergencies.
TL;DR: The police typically does investigative work and support Heroes in action. They do not use Quirks.
CIVILIANS
Civilians refer to any person who is not a Hero, Police or Villain. Their livelihoods come in all colours and forms. It is possible for them to possess powerful Quirks but simply have no will and/or opportunity to use them.
VILLAINS
Villains (敵 Viran, lit. "Opponent") are people who use their Quirks to commit crimes and in the process put innocent lives at stake. There are many different types of Villains in this world. Villains began as a group of people who wanted to use their powers to benefit themselves instead of helping others, thereby offending laws.
In Japan, Quirk-related crime rate is successfully suppressed to ~12%, while the global average is ~20%.
TL;DR: Villains are criminals that use their Quirks illegally.

HISTORY AS WE KNOW IT
THE DAWN OF METAHUMANS (2050 - 2100)
Everything began in Qing Qing City, China, where the birth of a "luminescent baby" was reported by the mass media. Since then, 'Metahuman' mutations began to spread all over the world. The cause was never truly identified.
The first generations of mutant humans were met by an era of chaos and backlash one might refer to as the most recent Dark Age. Just as mankind was making progress on technological advancements, the spread of mutant humans caused all of it to stagnate. Governments around the globe scrambled to react to the "Metahuman" phenomenon - the world is simply not the same as before.
During the Dawn, Metahumans were a minority and lived in severe discrimination. Normal humans rejected them in fear of their powers. With the society unrested, Metahuman activist and crime organizations began to crop up left and right at an alarming speed. Chaos ensued for nearly two decades, shaking the fundamentals of government laws. Every nation around the globe had been affected in different ways.
TL;DR: The first superhuman was a glowing baby from China. Afterwards, they started appearing everywhere. There were crime and chaos - mutants were discriminated against and civil wars were waged. It was the new Dark Age for mankind.
THE RISE OF HEROES (2100 - 2200)
In a world of chaos, some Metahumans with goodness in their hearts stood up to the occasion. They protected the good and innocent and pit themselves against the dangerous rebels. They helped governments as restore justice to society. People call them HEROES, and they are thereafter employed by the government as superpower-wielding crime fighters to keep VILLAINS from disturbing the peace.
Along the way, the Metahuman population had grown into majority through births and superpower spread. Owing to this fact, the possession of superpowers eventually became a normal part of every day life. Superpowers became widely accepted and even idolized, and discrimination was no more. Today, 80% of the human race possess Metahuman powers.
Slowly but surely, government laws were updated to accomodate and regulate the use of superpowers. Today these superpowers - now called QUIRKS - are forbidden to be used publicly without a license. This is particularly well-enforced if the Quirk can cause harm (eg. Fire, Super Strength). To use Quirks publicly, one must train to receive a PRO HERO license. This is obtained through education by a recognized institution, such as U.A. HIGH SCHOOL.
Today, we live in a world where children and adults alike idolize Quirk-wielding, good-doing and charismatic Pro Heroes. Within such a scene, U.A. High School takes part as the best Hero academy in Japan, and also as a major spectacle to news media.
TL;DR: Governments employed Heroes who helped to fight crime. As time went on, the rate of superpower genes in the human race steadily increased. Now mutants are the majority and society adapted to it. Superpower is now referred to as 'Quirks' symbolizing individual differences, and regulated strictly by the government.
NOTABLE FIGURES

"All-For-One"
Dating back to the Dawn of Metahumans, supervillain All-For-One is known for the ability to take and give superpowers. He was able to accumulate these powers within himself and use all of them. Upon joining the chaos, his followers increased exponentially and soon he had amassed himself an empire. He was credited for reconstructing order in Japan. Though, while his intentions might have been noble, with supreme power in hand All-For-One quickly became an authoritarian figure, and thus a symbol of "Evil" today. He was reported to have vanished more than 60 years ago, during the mass destruction event in Tokyo.
"DESTRO"
In the Dawn of Metahumans, Destro was the leader of the Metahuman Liberation Army. The Liberation was a group of freedom fighters who demanded rights for Metahumans during times of severe discrimination and social unrest. In modern textbooks, the Liberation is described as a terrorist group using inhumane means to achieve their cause, and so Destro is regarded as a prominent villainous figure next to All-For-One. Like-minded villains today would find them highly inspirational.
"ALL MIGHT"
All Might, the much beloved #1 Hero and symbol of peace in the original My Hero Academia series, does not exist in the PU+ parallel universe. Similarly, his rival All-For-One is regarded as history gone by today.
TL;DR: All Might never existed in this universe. All-For-One existed at some point but no longer.

QUIRK RESTRICTIONS

"Sudden Death" Quirks: Because quirks that cause paralysis, passing out, or general incapacitation easily lead to instant win/lose results in battle, you must balance these Quirks out by placing an equally reasonable limit in some way (eg. requiring longer time or shorter distance to activate, low accuracy, easily interrupted... etc). For example, Eraser Head can nullify others' Quirks for as long as he stares at them, but he had dry eye and must blink (deactivate his Quirk) often. Stein had to work hard to get his opponent's blood and can paralyze others for a few minutes. The general requirement is to not be OP.

Animals with Quirks: Quirk-using animals are typically rare but are known to exist. These animals are usually anthropomorphic, as in they can walk, talk and go to school like humans. To be one, they must have a real species of origin (eg. German Shepherd), and have features distinguishing them as such (eg. corresponding ear and snout shapes). To be a citizen, they must have the ability to function like one. Examples include Nezu and Kenji from the original series. Exceptions may be made for villainous characters.
